The problem with 343 is that it's a studio Microsoft made from the ground up. Those are always very troubled. Remember The Initiative? Got poo poo canned after four years of existing.

300+ devs working with Unreal is much, much more productive than 400~ working on whatever stapled together proprietary engine they still had, but I wouldn't have much hope. Like if Microsoft is still insistent on having them be contractors that are not allowed to work more htan 18 months then at least you're not wasting 6 months of that to get them to understand that engine.
