That's sort of a recurring issue I've found with several characters, they feel weak and awkward initially but once you've unlocked their full moveset and various upgrades it suddenly clicks and they feel much better to play.

Two tips that'll come in handy when you're levelling weapons: 1) If you have two weapon skills with the same seal shape the effect will be improved. 2) Don't level up weapons directly, wait until you get a weapon with the fusion material exp skill, give it another round seal to boost the effect then boost that weapon as much as you can. That'll save you a fair bit of grinding for weapon XP.
