It’s frustrating to navigate and unfair to citizens imho. Part of the problem is that all that text has to be legally precise for regulatory agencies to implement and courts to deal with down the line. If there was a non legally binding, non technical summary of the bill's changes prepared by an organization something like the CBO that would be a huge improvement.
