It's because it gives him bargaining power with levy over transfer funds. That is apparently one of the big reasons he didn't join in the summer. If he agrees to join it will mean that levy has agreed to spend.

He drills in tactical discipline to an extreme, and he just has a way of training players to perform at the best of their abilities. It's true for big name stars that had their best, probably world class performances under him, like Pogba and Lukaku. It's also true of lesser players that he just maximizes their strengths within his system, players like Victor Moses, Marcos Alonso, Darmian, etc. The latter was probably best demonstrated when he took that utterly underwhelming 2016 Italy side on a nice run in the Euros (the one where Zaza and Pelle poo poo the bed in penos vs. Germany).

He likes to use a back three with marauding wingbacks which is why Moses and Mr. Drink Drive Murderer had such a great time under him I don’t know much about Spurs personnel so I don’t know who he’d put in those roles
