Cena's character is a guy who think it's a good idea to turn a country into a desert and call it peace. Interestingly Rick Flag is also pretty flag humping and because of that he's completely blind to the fact that Waller is evil.

I liked the movie a lot, partly because very few american action movies has the message of "America is willing to let a country burn if it suits their interests."
