... the top has begun to fail as of a few days ago and this begins this next phase in which a large crisis occurs daily, deviations from protocol occur often, every man for themselves, etc. and this may last months to years ... this leads to a new crisis in which i know little about. typically these crisis' are resolved somewhere between step 1 and 2, but not always
