Voting for the Earth Federation and Bright Noa He seems fairly balanced and gives us some reasonable things to start with and seems like he'll be more effective down the line as well. He also means that we'll have to be somewhat more careful in the field which makes for some more balanced play. But also more forces give us more flexibility and to adapt our playstyle. Early on he seems to give us a lot more options given decent starting forces so we're not on the back foot
