From what I understand, the Fraggles are a sort of population control of the doozers. without the Fraggles, the doozers would build and build and run out of space. But, we have these insane, destructive Fraggles, that demolish the Doozer's structures, just enough, to keep everything equal. Too many Fraggles, the Doozer's will die. Too many Doozers, the Fraggles will be pushed out of their home. Up into the Trash Heap.
