Related, I clearly have never had an avatar, if I decide to get one someday will this be affected? Or are gang tags a separate function from avatars?

If you buy an avatar, you'll want to copy/paste the gang tag URL into the av text field with img tags and it'll show up under the av. Make sure the url is from SA servers (i.e. not rehosted on Imgur or wherever) or it won't show up.
