One thing that has tripped me up a bit as I read this is your framing of one of the issues as "lack of... structure" when I think what you mean is, at least some of the time, something more like "the wrong structure." Your example of the dnd 5e wizard is exactly this - there's certainly structure there and sometimes it's ok, but in other games that structure drives disengagement, or unfun experiences, or samey reversion to charsheet rules-first gaming. A corollary of your point, or restatement perhaps, would be that rules matter. GURPS (generic! universal!) drives towards a certain kind of play, a certain kind of game, a certain kind of story; Chuubo's Marvelous Wish Granting Engine an entirely different kind. You literally cannot play either game in the other system.
