I think it's more the perception that if investigations are inconvenient enough, you can get away with very egregious poo poo. To paraphrase Michael Scott, you miss finding 100% of the mycrimes.txt logs you don't search for. Compare and contrast to the keelhauling poor and racialized people have for merely existing.
