e: prior to the 25th, the president pro tem would count votes when there was a VP vacancy, but they cannot cast tie breaking votes.

This is pointless trivia, but U.S. Constitution, Article I, Section 3, Clause 4:

The thing is that there are thresholds for some matters that do not require equal division—constitutional amendments, treaties, expulsions of members of Congress, veto overrides. I’ve always thought that the vice president should vote on 50:50 issues even if passage requires two-thirds, just because they can.
