, has now adopted a conservative stance on use of force, and when they arrived on scene after no shots had been fired, they moved to a barricaded suspect response (hang back, negotiate, use force as a last resort) as opposed to active shooter response (throw anything you have at the shooter, stop the killing/stop the dying) because that was the new protocol.
