Google says that Americans pronounce it "Gee-uh-teen" (gee as in 'geese') and the British pronounce it "Gil-uh-teen"

I'm American and I learned the "British" pronunciation in school and used it up until a College English professor snootily corrected me.

i think the o in guillotine is just universally variable based on how succinctly you pronounce it any given time. it's both an uh and and o.

i had an old coworker who grew up in the blurry anglo/franco zone at the border and he spoke with a generic ontario accent but pronounced poutine as "put-SIN" like they would in quebec and it was so cringey lol. that's how i imagine people think of me when i say guillotine
