I bet the Asylum Warden or whatever told the workers to 'preserve the inmate/patient brains as they die off from abuse/suicide/murder/etc" for study but then never gave them proper training or instructions on how to do that. So the next brightest person said "lets just fill up a bathtub here with formaldehyde, chuck em en masse in it, and someone else can deal with it, cant say we didnt try". Combined with lots of neglect and many hot, humid Texas summers, makes me think whoever stumbled upon it for the first time knew no one would believe them without photo proof, and there it is. My other thought is mm delicious memory jerky
