For all we know the space program is some sort of tax haven that would go away if for some reason the program ever actually succeeded. Money is clearly involved, but it's intentionally obfuscated as to how because it's a need-to-know basis where money is actually concerned.

So far I'm choosing to think the flesh mines are the result of the fleshrats making a parasitic nest out of the cultists and getting them to cultivate an area for them to thrive in. It is somehow less ominous and horrifying than the alternatives.
