The Kremlin is often risk adverse until it is forced into a decision, and there doesn't really seem to be a clock running at the moment. The Russians are already moving over ground so I don't know if hydrology is a serious issue. Even the aid package is kind of being ignored since after everyone parsed it is was clear that there is only going to be so much the Americans are willing to provide.
