The change is on scale and sophistication. The fact that the area apparently had some nazi propaganda deployed around the same time reinforces that suspicion. My guess is they have something big planned under this, either blacking out a major city or doing something under the cover of the chaos. If it is the usual suspects, they seem to be both probing the responsiveness of the security state, and the architecture of the power grid. Now, it's mod brained, we all know it.
