Burns will obviously have a significant grappling advantage but I don't think Masvidal is going to have comparable striking advantage. In fact, I can see him losing exchanges on the feet.

Also I know this is basically expected at this point and it would be silly to assume anything else, but it has to be noted once again, for being a company that used to pretend fighter behavior mattered, Jorge Masvidal assaulted a fellow UFC fighter on the street and injured him so badly that he has a loving trial date next month over it, and the UFC did not do a single thing to him except shut the gently caress up and book him in a likely title eliminator.
