Because of WI's unique way of charging first offense DUIs as tickets, they don't technically count as first time DUIs in any other state. Why, you ask? Because other states require the right to a jury trial for a prior to count as a prior. No right to a jury trial, it doesn't count as a crime. So if you want to serially get arrested for DUIs, its smart to start in WI then move out to any other state after that. That way, you get two firsts, and the next one is a second.
