Cities (any and every city, no matter the size) are food black holes. Produce little to none, consume a lot. It's been that way since the invention of cities. Larger cities are, on the whole, a couple days away from mass starvation on any given day. Smaller ones, maybe a week or two depending on the season.

That's without any zombies.
(EDIT : granted, the zombie apocalypse would also drastically reduce the population of the city. But then again, the population that's left would also be inclined on building as large individual stockpiles as possible, so six of one...)
