Warning Areas/MOAs can be loving huge, and for overland ones it's not uncommon for civil traffic to transit through them. It just means any military aircraft using the area have to be extra diligent about avoiding them. Restricted areas are much smaller and a bigger deal if you violate them. The MOA I'm most familiar with has a VFR corridor running through the middle of it, and we'd pretty routinely have helicopters flying through to visit remote mines and towns. We set a minimum altitude requirement for the military aircraft to keep them above the bug smasher and maybe give a traffic callout if they're getting near the action.
