On the other hand the fact that someone got suicide ganked in highsec and they were such a lovely person that they took it out on an unrelated person in real life is the kind of vindication one rarely gets these days.

The DA are the ones who bring cases to grand jury, so a case is probably only going to show before them if the DA thinks they can either win it or plea it. It's a bit of self selection.
