Well you should probably focus on the people who can have babies and try to convince them to have babies. You don't even have to convince them to have sex with a goon they just have to be willing to get pregnant by goon sperm. Maybe we can set up some kind of goon sperm bank program. It'll probably be basically like that one episode of the simpsons where barney gives sperm though.
