Locally, we had a retaining wall collapse beneath a renovated apartment building and the rubble sat there for three loving years while they went through litigation. Meanwhile, the Fern Hollow Bridge in Pittsburgh was reopened to traffic in under a year.

e: And knee jerk reaction, yes I believe they brought in the wrecking balls to cover up malfeasance like they saw it in The Wire.
