WhatIf’s system is based on some average of stats for the entire season in question, so since they used multiple kickers, the guys other than Boswell will randomly show up in the sims. The same will also happen for teams that started multiple QBs, for example, and gets really wacky if you go and use historical teams that had a bunch start games, or if you try and fiddle with the system to make the starting QB someone who only played like part of one game.
