Yeah. Content in this mod is basically a function of "how many people are there willing to do the work on country X, Y, or Z", which is how you get fairly robust skeleton content (and a roadmap for full content) for the relatively unimportant Southern Cone countries in South America, or the umpteenth USA rework, while important countries like India or Cameroon are just big ol' question marks.

And that's not even getting into the mess that is outdated "legacy" content like for Britain and Italy...

Chapter 28: November - December 1970

Of all the resources that the voracious industrial machine that is Guangdong consumes, losing access to oil hits the hardest.

And already the effects are being felt by the ordinary people of the Three Pearls.

quote:

The Displaced Family

To Lee Wai it had seemed, when she left, that today would begin with a normal run of the nearby Cheung Kong supermarket to buy toilet paper. Apparently that had been running out across the city recently; or at least that was what her mother had told her, the whole story seemed absurd to her. She did not question her mother's words though, and made sure to wake up sickeningly early in order to arrive early, a few minutes at least before the doors were due to open.

When she arrived there was already a crowd jostling for positions next to the door. It was all incredibly surreal to Wai, seeing all the people who were there for nothing more than something as trivial as food or roll of toilet paper becoming so impatient. Nevertheless, she took her place and waited. By the time the doors had opened the size, and the anger, of the crowd had swelled.

Afterwards, she could never recall if it was the debilitating tiredness or the force of the crowd which caused her legs to give way; but none of that mattered in the moment as the crowd swallowed her whole. She could not immediately be sure if the sickening crunch she heard next came from her. All she could feel was the rush and heave of the crowd on top of her.

Several agonizing moments passed before the police arrived, several more went by before they could break up the worst of the crush. To Wai's relief she was able to pull herself back up without much pain. She soldiered on into the shop even though she did not really expect to find much left. All she could think was the same worrying question that circled round her head: "If Cheung Kong can not manage, who can?”

Remember that second week of March 2020? I sure do.

Just like in the days of the Yasuda Crisis, Guangdong is on its own. At least Tokyo is predictable that way.

Fortunately, in the days since, we have figured out several ways to boost the economy on our own.

And so the PTRG once again is spun up … literally this time as Sony has a prototype attack helicopter that could stand for real-world testing.

Shut the gently caress up, Nagano.

FALANGIST VICTORY IN SPAIN

December 2, 1970
Madrid, Spain

The sound of gunfire and explosions has finally silenced as the Falange, a fascist grouping of hard-right dissidents, have appeared triumphant in the Iberian Wars. The victors are amongst the most ideologically fanatical to emerge from the conflict and now are untethered by any former leash placed on them during the reign of Franco and are ready to unleash the dogmatic dreams of their long dead founder, José Antonio Primo de Rivera.

Addressing a mass of so-called Blue Shirts, Falangist Jefe Jaime Milans de Bosch spoke of his plans to reshape Spain in a truly Falangist image. What this means to those who are to be left out of the Flanagist “utopia” is unlikely to be anything good, as reports of extrajudicial executions have already started to emerge.

Another of the great Western European civil wars comes to an end. This leaves just Portugal in conflict, stalemated between fascists and slightly less fascists. Without a clear strategic or ideological reason for the great powers of the world to intervene in the conflict, it is likely to be drawn out for years to come.

Consul-General Takashima is back from the Home Islands and reaffirms that no help is coming.

The PTRG arrives in Yemen, where the Japanese are backing the government and the Germans backing the rebels. Elsewhere in the Middle East, the Japanese have apparently decided to gamble on the religious factions, sending equipment and personnel to support the Muslim Brotherhood in Egypt and self-declared Immamates in Oman and Iraq.

But we’re just here to test some helicopters.

US-JAPAN TALKS END WITHOUT AGREEMENT

December 13, 1970
Mexico City, Mexico

After multiple rounds of talks between Japanese and American diplomats in Mexico City on the subject of the California treaty ports and trade embargos, it has become clear that no comprehensive agreement can be found between the two rival powers. In spite of their initial commitment to seek an accord, their interests were apparently too far apart.

Japan reportedly had high hopes for an economic agreement, and to see them dashed is a major blow to Prime MInister Takagi. In the US, the humiliation of having a foreign power occupy two major ports now seems set to continue indefinitely, along with the high state of tension in the Pacific.

Shame, we could have really used access to a new market right about now.

Even the normally unflappable Stanley Ho is concerned.

quote:

The Displaced Family

“Slowdown” was the word that came to Lee Chun’s mind everywhere he went these days as the damned oil crisis wore on. Everything was slowing down but the rate at which concerns and worries were piling up.

The work orders at his Cheung Kong factory job were slowing: where they used to come like poo poo through a goose, now they came through like a trickling tap (of oil? water?) about to be turned off. And the damned hand was on the knob to turn it fully off too. That gnawing fear, the fear that had eaten at him ever since Wai came back empty-handed from her toilet-paper run some time back - it was no longer gnawing anymore. No, it was stabbing into his skin and staying there, like a shark that would not let go of its prey.

Of course, the government kept offering assurances. "Citizens of Guangdong, you may rest assured that the Government of the State of Guangdong will provide all needs of the population, so as to ensure everyone's survival through this crisis", etc. - but nobody was taking that at face value.

At Chun's factory workers and the factory middle management, who had been on increasingly good terms as the years wore on, decided to work together to ride the crisis out. A few of them whispered about an association of “benevolent businessmen” that weren't connected to the government.

"The GFT, I think it was," Chun muttered to himself. "Maybe it's time I paid them a visit."

While those who are too principled to turn to the Triads nonetheless find other groups to join.

Alright, enough wallowing. It is time to take action and decide how we are to begin crawling our way out of this mess. We have an obligation to the people and companies of Guangdong, and once again Morita and Li have competing albeit similar opinions on how to go about this.

How to help the people:

Chapter 29: January - February 1971

quote:

The Modern Princess

On a stormy day in Honkon, Yasukawa Yoshiko looked at the mid-year statements of all the major corporations in Guangdong, and she was deeply concerned by what she saw.

Every company was suffering, and the major companies were suffering right where everyone could see them. "We must revise our profit forecasts down" was a common refrain across a hundred different reports.

Worst of all the wounds was that Sony was suffering, Yoshiko knew - and she could tell that even more clearly by reading their month-end statement. Saddled with the twin burdens of governance and expanding the market share of Sony Corporation, it was all too clear: they were overextended, and needed to find a way to adapt to the sudden economic shock brought by the oil crisis.

This was of grave importance for them, Yoshiko knew. One of the major peculiarities of the State of Guangdong was that politics were tied up with economics - and if Sony were to fall behind the competition, it wasn't just consumer confidence that was at risk: it was so, so much more.

With that gravely worrying thought in mind, Yoshiko put the report down and tried to keep calm, 'lest the chaos engulfing Guangdong engulf her own mind in turn.

It was no easy task.

quote:

The Struggling Founder

The Oil Crisis was having its way with Guangdong. The business state's leadership was forced to drop everything and pick up the pieces, just as their predecessors in the last decade had been forced to do when Yasuda collapsed.

Yamauchi Hiroshi wandered the barren streets of Kōshu amidst the hardships of the Crisis. Those telltale signs of economic depression and financial troubles were everywhere: unlit street lamps, lack of people, the few people present looking somehow disconsolate, the whole nine yards. Above, the skies were dark with clouds and smoke.

The scene was reminiscent of the days of the Yasuda Crisis. Nintendo had only been in Guangdong for a year back then; what a terrible time it had been to try to do business. The political turmoil, the intense struggles of the populace, the abject chaos everywhere – those still made him shudder almost as much as the prospect of going back to that madness did.

Trying to suppress his fear, Yamauchi kept walking slowly and methodically, hoping perhaps against hope that the clouds would clear away soon. One step after another.

It’s bad out there.

It’s bad in here too, but wallowing won’t get us anywhere. It’s time to start putting the plans into motion.

One minor piece of good news; Tokyo can’t be relied on to help but at least they are understanding of our missed economic targets.

JAPANESE COUP PLOT IN CAMBODIA EXPOSED

January 30, 1971
Phnom Penh, Cambodia

A scandal has rocked the political establishment of Cambodia after the exposure of a conspiracy to lead a coup d’etat against the existing government was uncovered by none other than King Sihanouk.

The conspirators – members of the Cambodia National Assembly, high-ranking members of the Cambodian military, and Japanese envoys – allegedly planned to depose the king and declare a republic. This has led to a freeze in relations between Tokyo and Phnom Penh, as well as a series of purges on the orders of the King.

They’ve got their hands full in other areas.

Meanwhile, something darker is simmering under the surface in the boardrooms and the streets, despite Morita’s best efforts.

But at least we’re doing something.

ROYALIST VICTORY IN YEMEN

February 9, 1971
Taiz, Yemen

The civil war in Yemen officially concluded today with the surrender of the last republican strongholds to the forces of King al-Badr. With the backing of both Saudi Arabia as well as Japan, the royalist forces were able to overcome General Abdullah Al-Sallal’s diverse republican coalition and quash the specter of Pan-Arabism in Yemen.

King al-Badr had made overtures to both Riyadh and Tokyo to gain support in the civil war, presenting himself as a staunch defender of foreign investments while at the same time forging contacts with the Saudi royal family. Now that his government is secure, many international observers are wondering where or not Yemen’s king will pick a side in the other regional conflicts.

The war in Yemen ends before the helicopters of the PTRG have been fully tested, and so they are redeployed to Sudan, where a three-way civil war has Japan, the US, and Germany all supporting different sides.

More rumors of disturbing intrigue in the back halls and streets of Koshu.

Meanwhile, the PTRG has completed their tests and are recalled from Sudan. How the conflict itself ends is not our concern.

CAIRO GOVERNMENT PREVAILS IN EGYPT

March 27, 1971
Cairo, Egypt

Fears that the unrest in Egypt would lead to the collapse of Italian authority in the country have proven to be misplaced. Despite Italy’s influence in the country having long been resented by the Egyptian people - culminating in an attempted coup by Abdel Nasser and Islamist uprisings - the victory of the Cairo government has brought an uneasy peace back to the country.

While Italy’s authority in Egypt appears to have remained intact, its hold over the hearts and minds of the general population is very much in doubt. Despite what appears to be a difficult time ahead for the Italian-administered government, its victory has been heralded by international observers as a sorely needed triumph for Italy in the region.

However, no sooner does one war wind down than another is potentially set in motion.

SHAH OF IRAN ASSASSINATED

April 2, 1971
Tehran, Iran

The capital of Iran, Tehran, has been placed under martial law following the shocking assassination of Shah Mohammad Reza Pahlavi. During a visit to the University of Tehran, the shah was shot twice in the chest whilst walking through the campus and pronounced dead at the scene. The gunman, captured alive by the Shah’s bodyguards and campus police, was reported by state media to be a student radicalized by the exiled Ruhollah Khomeini.

News of the shah’s death has provoked celebration across Iran, much of the nation having turned against the shah over his so-called White Revolution reforms. With the nation now paralyzed by unrest and the military reportedly dispersing rioters by force in several major cities, many question whether Iran’s crisis-stricken government will be able to weather the storm.

Any hope that, as some Middle Eastern wars come to an end, the Oil Crisis would prove to be a short-lived disruption are dashed.

The stress of the moment is even fraying the normal bonhomie between Morita and Li.

Perhaps because there is mounting evidence that no matter how much they have done, many will still never trust them to run Guangdong for its people.

quote:

The Displaced Family

The clanking of steel and humming of machinery permeated throughout the facility, accompanied by the omnipresent, obscuring gray fumes, which combined to form a monotonous and drab atmosphere of ceaseless toil and dismal conditions. An ocean of begrimed faces and sullied clothing, moving in unison for the purpose of production. Lee Chun stood among them, following orders and working to achieve the ultimate goal: to provide, especially during these past arduous months when the Oil Crisis had destroyed the livelihoods of so many and torn Guangdong's society asunder.

The mundane flow of production was disrupted by the loud ringing of a brass bell and the brittle voice of a Zhujin man standing atop a makeshift platform. His clothes were unlike the rest of the workers, cleanly pressed and in pristine condition, a drastic contrast with the tattered and dirtied shirts of so many within the crowd.

"The administration of the State of Guangdong has given us welcome news. Furloughed employees shall be granted additional subsidies on behalf of the state, a measure to ensure that we survive and persist through this period of hardship with minimal issues and suffering."

Beside him, a cadre of Japanese managers looked down in mild dissatisfaction; however, they ultimately felt indifferent about the matter. In the rest of the room, there were smiles and brief cheers, an aura of optimism and gratitude, a little sliver of hope. Chun returned to his duties delighted and pleasantly surprised. Any kind of support was welcome, and certainly support from the government would be a major boon. His family would endure. They had to.

CIVIL WAR ERUPTS IN IRAN AS OIL CRISIS LIKELY TO DRAG ON

May 6, 1971
Tehran, Iran

All eyes continue to look to the Middle East as the crumbling nation of Iran falls into chaos. Tensions in the country had been high since 1953, when an oil scandal led to the widespread unpopularity of the pro-Germany Shah Pahlavi, culminating in his assassination last month and subsequent collapse of order.

The royal government, headed by the Shah’s widow Regent Farah Pahlavi, has fortified the north in a desperate bid to halt offensives by Islanists, radicalized students, socialists, and foreign-backed groups all seeking to take over the country. For the moment, this Iranian Revolutionary Alliance – an unstable coalition of republican factions united by the goal of ending the monarchy – is expected to lay siege to Tehran within the month. Iraq, still in the throes of its own civil war, has become a springboard for mercenaries and arms from around the world.

The Displaced Family

"It's too late to talk about avoiding layoffs. Our district just had two hundred people made redundant."

Chun surveyed the drawn, exhausted faces of the Guangdong Federation of Tradesmen's executive council, an inescapable gloom pushing them all deeper into their seats. They were working ceaselessly to keep the independent Zhujin afloat. But where was the Chief Executive? The pressure from Matsushita, Fujitsu, and Hitachi was relentless - and neither Sony, nor Cheung Kong, Chun’s own employer, seemed able to stop them.

To say they were disappointed would be inaccurate, Chun thought. They all felt foolish to have trusted Morita in the first place.

quote:

The Modern Princess

"Officer Hayashi!" Yoshiko called out in Japanese, waving Lam over to her table in the crowded bar, before switching to Cantonese. "Can I get you anything? I hear you're on double shifts."

"Beer sounds nice," Lam grunted, hardly bothering with formality with her. "Everyone's stretched thin. Nobody wants a repeat of Yasuda …"

"That's exactly what's happening though, isn't it?" Yoshiko handed Lam his beer, her fingertips slightly blue from the chill. "Jobless people crowding the alleys, protestors in the streets."

"It might be worse." Lam nearly drained his glass before turning towards Yoshiko. "We're seeing new graffiti. Something about a Chinese 'committee' for change - a group we're never heard of. And we keep seeing more and more of it. People aren't just desperate, Yasukawa - they're angry. And ever since Nanjing stood up to Long Yun …"

" … they think they might have a chance, too."

As the sharks begin circling in earnest, the results of our economic measures come in. And the news is not good.

Not good at all.

From digging around in the localisation files, there are apparently three outcomes we could have gotten from the choices we made up until now; this is the worst one. I’m not sure exactly what we could have done differently or what choices are “best,” but if someone wants to put it in spoiler tags below I’d be interested in learning.

Despite the doom and gloom, just looking at the raw numbers our economy doesn’t seem to be doing too bad, all things considered. However, perception is clearly against us. But we’ve done all we can and it didn’t work out, so it’s time to turn our attention elsewhere. If the people don’t feel economically secure, at the least we can try and make them feel secure on the street.
