If it's not specifically from that book, you can nevertheless see how it's supposed to be a "constitution but more petite" design that goes along those "use the exact same parts but make them smaller/bigger or more/less of them" Franz Joseph style rather than what we see with Reliant/the Miranda class vs Enterprise/Connie 2 in the 80s or the Nebula and others vs Galaxy in 90s trek where they have similar parts and aesthetics but the overall ship silhouette isn't basically identical. Either this 1914 number you are citing is when the current pattern was decided on, or they reintroduced an old uniform that the definitely wore in the 1600s. All sorts of current militaries have honor guards and such that wear historic uniforms and some of them even carry current guns while wearing them, like in England. Of all the stupid things in that episode, the idea that maybe an ancient rome that still existed still put soldiers in an iconic uniform sometimes even though it's way outdated is hardly the worst of it. The worst is the set of knobs that says "boos, hisses, catcalls" like we're suddenly watching an episode of Adam West's Batman.

I don't think this is fake; rather, two different parts of the ceremony. If you watch the segment from trek central, and then you watch the youtube link, you'll notice that the instruments playing each song sound like the same group of instruments. Additionally, in the video with the first contact music, they never actually raise the flag. The youtube video doesn't have any of the first contact music in it, but they do play the actual swedish national anthem as the flag is raising. My surmise is that the band played the first contact music while the dignitaries were filling into their seats, before the actual speeches and flag raising, which is why there is video of the flag but it's not raised yet. It's not uncommon at these kinds of events for the military band to play some other music as the event is starting.
