The ref in the Sam-A/Prajanchai fight keeps warning them if they're idle for too long. Can you be punished in Muay Thai for stalling or not engaging enough?

That's more ONE rules in general; they heavily discourage passive fighting. You could see that in action during the HW title fight when the ref threw the yellow card at Bhuller for ducking through the ropes.

They are suspending both Natan Schulte and Raush Manfio who fought yesterday. And now Burgos advances to the playoffs  also ufc prelims in like 15 minutes

Also Manfio and Schulte are literally best friends. They were forced to fight each other, and when they didn't give each other brain damage they were suspended using a made up rule after the fact.
