I think Athen died first. The simple deduction is this - we know 2 things:
1. Athen could not have died before the lights went off.
2. The guy exited shortly before the blackout. He said he was going for a smoke break and i think that's actually entirely true. It takes a hot moment to smoke 3 cigs and he must have removed the device by then... therefore he must have died way after Athen, presumably by whover he was waiting for.
And yes, i am assuming that our dead guy here is, in fact, the murderer, it's just that there are more people involved.

There is a number of ways to cheese the poo poo out of it, some more absurd than others.
For example, there is no rule that you can't just push all your stacks to the loser, once you win, to make them pay more.
Also no rule that you can't steal their stacks. (the only rule is that stacks cannot be altered or split)
That same rule, i think, also precludes checking the stack afterwards, since that would require altering it?
That's some weird-rear end gamble there, tho i like the basic premise.

To be entirely fair, we know Milo opened it, and presumably he used either the key or the passcode and the passcode is easier.
How would they set the safe's password to the one Milo used? That's largely the issue with that line of thinking.
(and if they could set it to that, then you are assuming they know the passcode and then the whole safe switcheroo thing line of thinking becomes irrelevant)

That said, it's Seth who said that no one found any shards - if we assume he's lying, that's actually the sticking point.

This eliminates Aija Marduk Odin and the entirety of Deismas from consideration.
Considering that all player characters do not exist, i'd say we only got the following candidates:
- Kane
Obvious one, because he's remarkably omnipresent in every story, even if Mercury's was as a backstory to mandjet infiltration.
- Lara
If she's god, then that explains Odin's odd move... which frankly might have been her reward for winning which she was smart enough to do.
- Krish

He has several identities - at minimum it's Kane, Devil and Djinn, most likely he had more.
He has the tech skills - he was clearly able to plant a tracker and create a falsely encrypted file that didn't immediately seem like bullshit. He could also use drones.
He clearly has a talent for convincing and manipulating people - otherwise he wouldn't have the 3 pillars under his control.
Killing, well, we know he killed Maximillian and that was for sure not his only victim. If we count indirect kills like Jacy, he probably killed quite a few people.
He was also obviously not a complete idiot in a fight and was capable of using a gun effectively.

So yeah, Mercury is probably better on the physical fighting front and we have no idea how good Kane is at gambling (he's certainly good at sneaky poo poo like drugging someone's drink though), but otherwise they are relatively evenly matched.
