The effect on the narrative is that Leon is just constantly rifling through the pockets of Spanish peasants for their spare change, and he can only spend it out here because any place that isn't the backwoods will laugh at him. There was a whole thing during the introduction of the Euro where a bunch of economies ended up getting a pretty significant boost from the change. Because every farmer who'd been hoarding cash in their mattresses for years suddenly had reason to come out spend it.
