Italy literally did not qualify for the 2018 men’s World Cup before they won the 2020 Euro. Argentina lost to Saudi Arabia then eked out a victory against Australia before winning the 2022 men’s World Cup. The best measure of systemic success is performance over time. You don’t overhaul the system over one bad tournament.
