The tldr is that once Biden won, he shifted enough to still be useful. The by-mail free COVID testing special distributions, lobbying Republicans to support the postal service rescue bill in 2022 (Senate passed it 79-19), and electric vehicle buys are keeping the administration happy enough. The board is happy because the postal service isn't on life support anymore.

I still want the fuckhead fired for his loving around with mail votes, but at least this answers the why question. It is nice to no longer have "welp, postal service is dying" news articles all the time.
