It's to prevent a mad rush to snag the standouts from the weekend. If you put in a waiver claim, it's resolved at the end of the waiver window (like wednesday maybe?) in the order of the waiver priority. If noone ahead of you wanted them, you get the player. But you then get put at the back of the waiver priority. If you just wait until the waiver period is over, you can pick up whoever you want on Free Agency

But you then get put at the back of the waiver priority. nope you nailed it, that being said, if you want to snag the previous week standouts you have a better chance if you have a lower number (also i believe draft order and waiver numbers are inverse, so if you got the last first round pick in the draft you can get the big pickup from week 1 immediately)
