Maybe they break with that if they don't think Cunningham would clear waivers - though if someone claimed him, it wouldn't be because of his preseason performance.

With the new rule letting you have a QB3 not count towards the game day roster they probably keep 3 this season. The issue with having Cunningham in that spot is you can't use him as a gadget, he can only come in if Jones and Zappe are hurt.
