(it was a backwards compatibility feature to downclock a 6/8mhz AT to XT 3.7mhz speed (or whatever the numbers were) so time-sensitive programs that relied on clock count in a loop would run right. like pac man where the ghosts just kill you immediately because it's running faster than you could play)
