That's what that blue sleeve is, and it should allow the arm to rotate and slide along the shaft with extremely low friction. I'm actually pretty sure it's just an off-the-shelf component. I don't know enough about record players to know if has any practical benefits, but air bearings are legitimately cool tech and a pretty elegant way to get the combined rotary/linear motion.
