It's a weird artifact of political history. That's Howard Dean, giving a speech during his presidential campaign in 2004. Basically, as he was delivering his speech he topped out his energy level too early and by the time he got to the end he couldn't escalate further so he instead opted to scream. It was really awkward and the media made fun of a him a bunch and it effectively sank his campaign

Admittedly his campaign wasn't doing to great at the time anyway, but it's funny in retrospect that the media pounced on it to ensure his destruction

It was always infuriating that this was seen as a campaign-ending gaffe, extra-delightful to think back about in the era where trying to overthrow the government is not embarrassing enough to end your campaign
