Any reasonably functioning adult that has been outside of a small town understands exactly what the sign means, and he pulled an alarm on the wall on top of that. But who cares? In the grand scheme of things misdirecting some fire trucks and EMTs is trivial if it made any difference in a vote to keep the government open. Slap him with a misdemeanor ticket or something, and if he's savvy he would campaign on it proudly.

One missing piece of information I saw is that this is not usually an alarmed door, it is normally only alarmed when congress is not in session. This would’ve been the door he usually used to get to the capitol from his office building for votes.
