What is water bending on an atomic or molecular level? Is it telekinesis of H2O? What about heavy water, hydrogen peroxide, or pure oxygen and hydrogen? They can make water into ice, which implies they can remove thermal energy, most likely from telekineticaly slowing the vibration of the molecules. We never really see them make steam though. Being able to freeze or boil water with your mind seems like it would be the most powerful type of bending due to the majority of the human body being made of water. Fire bender trying to set you alight? Just microwave or freezer burn their whole body by looking at them and waving your hands around. You can't even miss because you are bending them directly instead of throwing a fireball or a rock.
