Never, ever lose for draft position. Ignoring that drafting anyone high isn't a guarantee, getting your team to buy in long term is impossible if you're intentionally tanking.

I'd rather the Giants win out and pick some middling QB than turn into the Panthers.

That doesn't attract enough business. As much as people hate it the ESPN model is the most successful and the thing fans respond to most.
