Brief lines about "the High Council are doing something" don't cut it. It had been long enough that Moffat had to consider the fact that there was a whole segment of the public who hadn't even watched The End of Time, so stopping the 50th special dead in its tracks to explain how they fit together in detail probably wasn't the best choice.
