I think the reason that you don't see more domestic terrorism from climate change activists is that potential ecological impact aside, on balance cutting off critical infrastructure has an overwhelmingly higher impact on the poor and vulnerable. Blocking traffic is far less likely to impact the cost of living, or destroy a fortnight's worth of food the day after shopping day etc.
