Yes, it could be a PSU issue. I'd disconnect all those drives temporarily and see if you can get it to POST.

I have it connected to the GPU via HDMI, and the display is a Samsung TV (the Samsung LN37A550 37" 1080p LCD TV). I'm also using a splitter to toggle between the HDMI on the computer and some other devices (PS5, Nintendo Switch, etc.) which are plugged into the same power-strip. However, none of those devices have had any power issues. I doubt it's those things.
