Amulet of Archer's Precision (and maxed-out Prophecy) + Lilith's starter legion + Decarabia makes it hard to justify buying a second legion. All of the praetors that give you a double round of one attack strength give such glorious possibilities to build something that'll melt titans.

It seems like a waste of an order slot and because any of the more worthwhile ones take multiple fragments to unlock which you're not guaranteed to see in the bazaar it's just not worth it. The stat boost/legion capabilities ones are, especially later on once you have order slots freeing up. I wouldn't bid on a duelling move fragment, unless you've got a plot that involves completing a manual and get one of the one-slot-finish -immediately ones.

All praetor only has 2-3 moves of 2 move types, so they'll not be able to counter if your opponent do their research and prepare accordingly. It's very cheap investment to make sure your very limited irreplaceable praetors will never get put into position where they will almost certainly die. The unbeatable dueling defense is to concede and eat the prestige loss.
