Actually that's a good point, do any more attacks or anything else unlock if you level up your party to levels you'd never normally reach?

Hm, unless there's more evidence in the game that we haven't seen yet, it's hard to say whether this chapter takes place before the Edo chapter or after, chronologically. These periods of history had overlap.
