 Are the Eldar in 40k actually Elves?

I know they're ha ha space elves, but from Warhammer to 40k did the Elves just turn into Eldar or were Elves devolved Eldar since they were around for so long and just landed on a Warham planet that had dorfs, orks, hugh mons, and dinosaur people.

For that matter are the dinosaur race just biggarlier lizardmen, or somth?
