I find it curious that as far as actually doing the scientific and financial heavy lifting to develop vaccines, treatments, maybe even a cure, etc. it was the West that everyone was looking to, not Russia or China.

The US has a much better drug development and, more importantly, a better regulatory and oversight system than other countries. Some EU countries (especially France) have really effective drug development and research, but have had industry corruption problems, especially related to clinical trials. Drug development and regulatory oversight outside the "West" does occur, and the research can be quite good, but there are such systemic corruption problems that it's hard to evaluate the efficacy or safety of medical products that come out of those areas. This isn't to say the USFDA doesn't have regulatory capture problems- they do- but for a number of structural reasons, oversight remains better in the US than elsewhere.
