And why to send not prepared people? It is so possible to do much harm.

Well this decision of America.
Russia decided to send experts:

The mobile laboratory on the basis of cars KAMAZ is equipped with the modern equipment for diagnosis of fever the Ebola and other dangerous infectious diseases.

As a part of team of the experts going to Guinea, epidemiologists, virologists and bacteriologists of "Microbe" and "Vector". The day before the head of Rospotrebnadzor Anna Popova checked readiness of SPEB for the direction to the Republic of Guinea.

Its not the decision of America. Russia is an independent country. We've asked your help, and you've ignored us.

The US has a much better drug development and, more importantly, a better regulatory and oversight system than other countries. Some EU countries (especially France) have really effective drug development and research, but have had industry corruption problems, especially related to clinical trials. Drug development and regulatory oversight outside the "West" does occur, and the research can be quite good, but there are such systemic corruption problems that it's hard to evaluate the efficacy or safety of medical products that come out of those areas.

This isn't to say the USFDA doesn't have regulatory capture problems- they do- but for a number of structural reasons, oversight remains better in the US than elsewhere.

Actually we sent very little help, most of the aid has come from Medicins Sans Frontieres thus far. Of course recently we sent some construction and medical troops, but had we sent them two months ago it would have been better for all concerned.

I already wrote that the virus needs a dense population. The more people, the it is easier for a virus to extend.
You increased number of people by 10100 people.
These 10100 people have 100% protection against infection? Not.
It not that case when means better more. It is necessary accurate ratios of quantity, quality of the help and an assessment of risks.
If you consider that everything is made correctly, it is good. But I was surprised by emphasis on number of the sent people.

I didn't understand. It is necessary to write the Russian phrase from the movie Cyrillics?
It is a familiar expression. In some context it can be a joke. For example, when you want to say complement about the girl, it is possible to tell: "Sportsmenka, komsomolka i prosto krasavitsa!"
But sometimes, this phrase can make negative sense if a context provides it.

PS:I don't know as to write in English "отличница" the person who studies on 5

Фраза на русском:
Первый вариант: "Отличница, комсомолка, спортсменка и просто красавица!"
Второй вариант: "Комсомолка, спортсменка и просто красавица!"
Оба варианта правильные.
