this is more of a general question but what's the difference between series composition and script? is the former just like the outline of the plot while the latter is the literal script?

It started as a webcomic, yeah. I'm not sure I'd call it a spinoff exactly, as it's more the "okay I'm serialized and have an editor now" version. (though the webcomic did get a digital serialization at some point)

Fun fact: the older anime cast is referred to by the creator as the "dog group" and this upcoming cast as the "cat group."

The series composer meets with the director and they discuss the plot. Depending on the show, the idea can be mostly the series composer's, mostly the director's, or a collaboration between the two. Either way, the series composer is subordinate to the director (unless the series composer and the director are the same guy.) If they're making an adaptation, they mostly discuss how to adapt it - what to cut, anything they might want to add, where to end the show, etc. If you've watched Shirobako, the episode where the director and that guy in the hat discuss how to end Aerial Girls is a good example of that sort of conversation.

Then, once they've got all that sussed or at least an idea, the series composer decides how to break the story down into the episodes. Where to end episodes, where to begin them, what good cliffhangers are, how to make sure they don't try to do too much in one episode, so on and so forth. This is sort of the 'composer' part of the job, since they're basically deciding on the rhythm of the show. Only then do scriptwriters get called in to actually write individual episodes. So, scriptwriters can have a pretty unimportant role depending on the way the staff handles production.

That said, a lot of scriptwriters get more freedom, and the series composer can often do scriptwriting themselves (see: Mari Okada), so there's exception to that work breakdown.

That scene's somewhere in Saki Episode of Side A. Actually, glancing at my "you've watched this" bars on crunchyroll, there's a suspicious pause at the beginning of episode 4, and... yep, that's it. I must have viewed it again after finishing the show.

I didn't think it'd show up again this soon, though, or start right from the beginning again. They must have done some impressive begging to get this timeslot back for a full cour at such an awkward point in the seasonal cycle.
