It's probably been in the works for that long. Animated films are not exactly fast to make, especially when they're as pretty-looking as the promo stuff for Underpants has been.

It literally means "substitute for the occupier": a subordinate who acts in lieu when the holder of the post - the tenant - is not available. While both American English and the mother tongue use the modern spelling of "lieu" and Americans use the modern pronunciation as well, in this specific case the British use the antiquated pronunciation which is closer to "leuf".

tl;dr - the loan word evolved, but the compound word using it did not evolve in the UK.
