Yeah, I think a big part of All Might's role is that while he might not stop all criminal action, he makes criminals afraid of gaining too much notoriety. Like, All Might can't be everywhere at once, but if you become a big enough threat he'll prioritize you and you don't want that, which leads to criminals in general laying low and rarely escalating things beyond relatively minor crimes.
